It appears a few times during the cutscene

The second one is a girl that disappears after you beat her
Then you find her at the pokemon center saying that she felt ill after the battle
Litwick is said to absorb the energy outta people or something along the lines

Another ghost girl even in the same gen. This npc doesn't have any lines and only appears for a split second but I think she still fits on this thread for being a weird npc. The girl in the chair appears behind Pheobe in the during the cutscene when you challenge her. You see the chair empty and then the ghost girl appears out of no where and in front of your eyes. Maybe game freak added that tiny bit in to make the battle with the Ghost type elite 4 trainer a little more spoopy but it's a weird thing for them to do.
