Clefable is pretty versatile when it comes to movesets but it's pretty much relegated to either redirection or as a surprise offensive Pokémon to catch random things off guard. You also are going to want to switch the item on Clefable to a Sitrus Berry. VGC matches are much faster and it's better to get 25% of your HP back in one turn than the same amount in 4(?) turns.
Replace Surf for Scalf on Milotic and give it a better item like Rocky Helmet or Kee Berry.
