The design notes do confirm that they did in fact count Megas as new Pokemon, btw. Which makes sense considering Megas take virtually the same amount of work to implement as brand new Pokemon.
They planned 70 new species and 30 Megas for 100 new Pokemon total. We got slightly more than that with 102 (72 Pokemon + 30 Megas)
