Regarding challenging the gym leader for their positions. How about if a challenger wants the gym position, He has to beat all of the gym leaders using the type he wants to replace (with the final round as a best of 3 match between the challenger and the gym leader).
For example, a challenger wants to take my dragon gym. Using his dragon team, he needs to beat the 7 other gym leaders then have a best of 3 match with me. If he wins then he replaces me, simple. Would that work out?
Oh and if he wants to be a gym leader using a type that's not found within the 8, then it's the same procedure more or less. The challenger calls out which gym leader he wants to replace, defeats the 7 other gyms then has a best of 3 match with that leader.
This way, gym leaders would only get tougher as time passes by. What do you guys think?
