>>45212337Because Wooloo is liked for its simple yet adorable design, not its cry. It's also a route 1 shitter and doesn't have the same level of importance as the legendaries do. They're common and having a stock sound effect cry on a common pokemon is forgivable.
The horses are more "cool"/serious than cute/jokey, so they lose some forgiveness there.
They're legendaries, meaning that they'll have special marketing priority above other "dex filler" mons, giving them even less forgiveness for copy+paste tier laziness and uncreative.
Finally, they just don't really look very good. When you have starter lines that are as overdesigned as the galar starters, having basic bitch "my mom's ______" legendaries looks laughable.
It should be the other way around. The starters should be a little more bland so people can dress them up to be whatever they want out of the starter, while the legendaries should have set personalities and be treated like very few, or maybe just one, exist out of the whole species.
This region has just been an onslaught of poorly executed ideas that could have been good with more work put into them.
