Scooby-Doo and myrad of other fictional critters can do all that and *more* like being all able to talk and not be restricted to two exceptions and special circumstances. The guide I posted even makes the distinction between real critters and Pokémon, Pokémon are not real critters, thus they're not bound to be 1:1 with them, but they're still critters just fantasy ones.
And yes, the games construct Pokémon to be seen that way with the way they live, their interaction and treatment with people and the restrictions on acts like talking which the 2012 product guide shows it's a very conscious decision. This isn't like Digimon who while having v-pet origins are more like otherworldy beings that can manifest as spirits or living computer data. That series constructs them to be otherworldy and people-like while Pokémon are constructed to be natural creatures that make great pets.
