MetalSeadramon isn't that strong. Mega Tyranitar could match him in power as the dex states that it can destroy mountains as regular Tyranitar. Going by Adventure feats, MetalSeadramon is within that range of power, but he's much faster than Mega TTar. Any legendary worth a damn could beat MetalSeadramon. The Primals are planetary threats, and Rayquaza could overpower them without going Mega Fug. The Gen IV legends are literally gods. The Origin Dragon is probably on Arceus level as Kyurem fused with either Zekrom or Reshiram is only half of its power.
Perfect Zygarde looks like it'll be canonically stronger than the XY and SM legends. The XY legends are planetary threats at minimun and are the avatars of life and death, so it's impossible to kill either of them. The SM legends might be overpowered too if Solgaleo really does devour suns. It may be just a legend, but Gen IV taught us that legends could be real. Despite that, Perfect Zygarde is stronger than all four of them, so he'd stomp MetalSeadramon.
