Zinnia was not intended to be hated. She's painted almost unambiguously as a good guy other than when you first meet her and only know she's stealing Mega Stones. When she reveals her fucking retarded plan she's treated by the narrative as a good guy and Steven and the scientists as wrong, no ifs-ands-or-buts. When her plan fails only to be saved by you, she flies off into the sunset like she was always right. She's not deliberately written as unlikeable, she's just horribly written.
Contrast with someone like pic related, who makes abhorrent decisions that are treated as abhorrent in-universe but still have the right justification that you can't 100% disagree with him usually, an unpleasant attitude specifically made so you (and every character in-universe) will hate him, etc. You hate him for how he acts and what he does but he's well-written, you hate him for the things you're supposed to hate him for, and every abhorrent decision he makes has logic and reason to it, just not morality. Zinnia is fucking all over the place, she has like four different personalities, she just assumes her plan will work without consideration, and everything goes right with her on top due to an ass pull. There is a very clear difference between a character you hate and a character meant to be hated.
