To do this, I loaded up Crystal, and recorded how long it took to find, encounter, and flee from the first 5 encounters on Route 29. On average, it takes about 19 seconds (19, 18, 16, 16, and 25 seconds were the times I got). As Crystal adds animations, I'll be generous and remove 3 seconds from that, making it 16 seconds.
If your luck is average, it'll take about 100 encounters to find a 1% encounter mon. This takes about 26 minutes and 40 seconds.
If your luck is good - let's say twice as good as the average person - it'll take about 50 encounters to find a 1% encounter mon. This takes about 13 minutes and 20 seconds.
If your luck is bad - let's say 1.5x as bad as the average person - it'll take about 150 encounters to find a 1% encounter mon. This takes about 40 minutes.
In order to find a 1% encounter mon within 5 minutes, you must find it within the first 18-19 encounters. That is pretty good luck for a 1% encounter to say the least.
