The fans of Gen I Red and Green on release. Blame this fucker, he was autistic and didn't want anyone to play with his fvourite. But because people heard of its rarity and how derpy-cute it looked, THEY all wanted one, people started writing guides about where to find it and by the time Pokémon had moved westwards, the pople making decisions decided Pikachu was a better mascot than Cleefairy, which they'd initially thought should be the mascot (wouldn't have appealed as hard to boys though, Pikachu was androgynous enough to appeal to boys and girls).
Might add, Japan has an entirely different mindset when it comes to cute things, just look at Kirby's US boxart or even Yellow edition boxart to Special Pikachu Edition's boxart (the US art adds "angry eyes" to Kirby/Pikachu in contrast to the Japanese' more open and happy expressions).

They chose it as they'd intentionally made it rare on launch meaning people started seeking it out due to how cute it was and exploding in popularrity. By the time they went to make the anime, they'd already decided to pick the fan-favourite cutemon as mascot, replacing their initial choice of Clefairy.

Pikachu was made the mascot BEFORE they started making the anime, due to the reaction kids (and older players) had towards its rarity and cuteness, you galloping fuckwit. The fact it was kawaii enough to hook girls, yet cool enough to hook boys was another plus, especially after NoA started talking about bringing it stateside. Cutesy shit doesn't work there apparently - just look at the kirby boxart from nipland and burgerville to see what I mean, so had they used Clefairy, it would have been yet another niche nip series.

No, what happened was the dev had stuck it in as a rare spawn, as a kind of "hidden" pokémon, but people found out about its rarity and its design was kawaii enough to make people want one, thus sparking further popularity.
The anime didn't start 'till April '97, by which stage Pikachu was so popular, they gave the MC one as it had become the brand mascot by then.

OLM chose Pikachu because it being so hard to find in the games made it popular with kids playing the games.

Mimikyu had a 5% encounter rate at the Ghost Trial site, much like Pikachu's 5% encounter rate in Viridian Forest.

Pikachu is a natural mascot. Its popularity came naturally and it became mascot of the franchise without any shilling. It was a rare and hard to find Pokemon in the games, and this led to it being really popular among kids playing the games, which in turn resulted in Pikachu being given a starring role in the anime.

Charizard's popularity is artificial. It was constantly glorified over the other two starters since the beginning.
