That's why it's almost always used as a bulky spinner in comp. 100 SpA misses a lot of notable OHKOs that Gardevoir and Alakazam can pick up. Its speed is a huge plus, yes, but it also doesn't have a usable ability and its utility options that it's famous for in comp are useless in game since nothing is packing Spikes, Recover is useless when you can use items, and the AI never gets full Para'd by TWave anyways.
Gardevoir isn't entirely outclassed. It's far more situational than either Starmie or Alakazam, but Starmie is still the best choice if you didn't pick up any of the other Water types in the game since it has amazing role compression. It can use both Surf and Flash while also running Psychic/Psybeam and Tbolt/Ice Beam/Toxic/Screens. If role compression isn't an issue (because you picked Swampert or Gyarados or Tentacruel already), Gardevoir is a very viable option.
