I'm no mathematician, but I think the basic idea is this:
If you want a pokeball which is good at catching easy mons but bad at catching hard mons, you want it to be a multiplicative modifier. If you want a pokeball to be good at catching most mons, but relatively best at catching hard mons, you use an additive modifier.
I'm also considering just making a Level Ball which adds a bonus % for each level the mon is.
