>>45576137If you look at the competitive scene throughout every generation I think it's pretty clear to see that they've had competitive balancing in mind since the 3rd generation, they didn't focus on it solely but kept it in mind for designing new pokemon and their movepools.
I'd say around gen 5 they started to focus on it a lot more, but didn't realise how broken weather was, just a mistake not much more to it. Gen 6 they focused on it less with mega evos and new pokemon (like Talonflame who was pretty absurd. Then they started to focus on it a bit more in gen 7 and went all out in gen 8, but they're kinda new to having balance in the main focus and aren't the best at handling everything.
Maybe by gen 9 they'll get better at it, or abandon it again who knows.
