The styles are vastly different and Compare how Toriyama draws children to Sugimori, the difference is night and day. People like to bring up the eyes a lot, but the 90s as a whole has a lot more sharper angular features that were present in shonen-oriented manga. Sugimori's art is a product of the times not a Toriyama rip=off.
