And perhaps they were still designing the mid evolution by the time the demo was released.
I always thought beta chikorita looked more like the beta bayleef than the final chikorita looks.
One could even argue that beta chikorita only had one eye and that's why the mid evolution only has one too, probably the last one didn't have anything to do with final Meganium
