There are any number of reasons why the Johto girls would be less popular, the most obvious being that Johto as a whole is often overlooked as it’s the oldest gen that isn’t Kanto, which obviously gets pushed the hardest of all gens to this day despite its age because it was the first one. That doesn’t mean that the girls aren’t feminine or attractive. It’s simply a fact that they’re more curvy (feminine) than the skinny girls in SV. That’s the point that you tried to argue against to begin with before attempting to pivot to an argument about popularity, which again has no bearing on quality or attractiveness.
