Yeah if I made a romhack like this it'd be in gen 2 and instead of going for 16 gyms and two regions or a crazy edgelord story my philosophy would be more like you're passing a busy world and happening upon things which would pass with or without you. Besides the eight gym thing the focus would shift from a linear narrative to that kind of silent, enchanting moment of watching the banalities and flow of life. Like I'd probably model the writing on Yasunari Kawabata's Palm of the Hand Stories which are like plotless micro stories of 1-6 pages which just depict spontaneous observations on/reactions to or passings of mundane things in life. No attachment to things like character but just pure absorption into the beauty and depth of life itself. Would probably be more sidequest/npc dialogue based than a grand plot and lots of that being holistic with things happening in other cities and areas, and a lot of use of times/days of the week for npc schedules and individual town culture and happenings almost to a harvest moon degree. Just a bunch of stuff like this built around an 8 gym+e4 skeleton. I get a comfy feeling like this from the Oracle Zelda games too.
