Entirely neuter the Special Attack Stat (drop it to 19)
Put 25 into Speed, and 25 into Special Defense so it now has passable bulk and good speed (that'll make it good for Scarfing or Dragon Dancing)
Now for moves, I'm honestly not sure. Tyrantrum already has a pretty solid movepool, it's just held back by its stats, maybe Close Combat instead of Superpower, and I dunno, Flare Blitz and Leech Life? Not very fluffy moves but if Incineroar can get Leech Life I feel like I can justify it on Tyrantrum.
