You had to do more than just defeat a gym and drop something in, you had to farm prestige to maintain control by doing friendly battles, and the prestige earned (or lost) depended on the CP differential between attacker and gym defender. As prestige increased, the maximum number of gym defenders would increase up to 10, and dropping prestige would drop the weakest defender.
It was a massive time-sink of a system that required you to have the highest CP defenders imaginable whilst also maintaining lower CP attackers, and burning a ton of potions in the process.
Gym defenders didn't weaken over time and you weren't restricted on how many of a given species could defend it, so most gyms had multiple Blisseys, Dragonites, and Rhydons defending them.
