Despite him weighing less than the kids he will still able to carry them because of the fact that the whips are very stable and the weight gets distributed to the other end of where they're going, thus reducing the load from wherever the kids move about. Its a similar logic to when dudes who weigh in the mid to upper 100s manage to pull off lifts near or above 300. Bulbasaur is very strong.
