The more 'dynamic' set didn't come about until the release of Pokemon Red and Blue in the US, and I actually have a theory about that.
Originally Nintendo of America wanted to redesign the Pokémon to look tougher and scarier to appeal more to what they thought American children would like, but Game Freak turned them down.
I believe the more 'dynamic' art was made as a compromise to appeal to children by playing up their personalities,
