I'm starting to think Mew was originally designed as Mewtwo's pre-evo but got cut alongside the other 39, and there was already a lot of lore written for it, and it didn't make sense with Mewtwo's appearance so they decided to keep the name and write lore for Mewtwo instead, to distinguish them as different monsters. The only reason I can think of they deciding to keep Mewtwo's design was that Green Mew looked like absolute shit.
