From Nintendo's point of view, all parties involved are satisfied with the way Pokémon games are going right now, having shitty release windows and all. As long as that doesn't undersell their hardware, that's not going to affect their bottom line. There's nothing to be gained from taking direct control of a mindless IP that already sells games and consoles like water by itself and wasting money on "fixing" it.
