that's what it was supposed to be (just quests for v13.5) but then jan being jan decided to make it a full overhaul of the entire game (despite v13 being just that to begin with)
the reasoning provided was that this could lay the groundwork for v14 and to prevent any future overhauls but i guarantee when we're a year through v14 development we'll get a blog post about "gee guys this idea just came to me i NEEDED to implement it" which will then expand into overhauling the whole game AGAIN because jan is an ADHD riddled zoomer faggot who's the classic example of a retarded ideaguy with actual manpower to fuel his retardation
