But it doesn't, because it was shown with pawns and a different body position shortly after. If those pawns weren't there nobody would ever thought about it being a dog.
The Vani defenders can clearly see it looks like ice cream, but they can also clearly see it looks like icicles, too(also, this explains the multiple "spikes").
