As far as you're concerned, they're like those SM battles with strong trainers you got when you cleaned up a whole route. Or they're unused data. Or they're in-game-data wording for the Legendary battles.Those are all very real possibilities. Except for the last one, there's too many returning legendaries for only 27 to get designation for it.

Money well spent, in my eyes. The Dream Matches not being a pseudo PWT would be mildly disappointing at worst, especially since the CT seems to have a ton more going for it besides. I'm just saying its a possibility given the circumstances, and you're here being a doomposter because big bad GF can never do anything right ever in a million years.
