By this point in time, everything would have mainly been finalized in terms of the Pokemon, the characters, the region, etc.
The leaked images are also clearly anime reference sheets. The anime for Sun/Moon has already been in production for a little while. It's not like they JUST started production.
They can't just 'easily' change things like you think they can.
