Let's say you wanted to catch a Ditto with perfect IVs. So you go out, chain for a bit, and then catch one. Four IVs are perfect, but two are just average. Let's say the perfect IVs in this case are HP, Attack, Defense, and Speed.

Therefore, if you wanted all six of this example Ditto's IVs to be perfect, then it would've had to naturally generate with perfect IVs for Special Attack and Special Defense BEFORE the game forced four perfect IVs. And the chances of getting a Pokemon with two perfect IVs is already pretty low.
In other words: chaining will help you get a Pokemon with better IVs, and a chance for shiny or hidden ability, but your chances of a perfect IV Pokemon are still incredibly low. You're better off catching a few four IV Dittos and breeding.
