Whether there's one region, two regions or ten regions in one game the total content is going to remain the same assuming the regular development time. All that adding an extra region does is split what's in the game between more routes and towns and 8 more gym leaders.
What you're expecting is for a remake a game with an unreasonably high amount of content compared to what Gamefreak has ever produced in a main series game.
