Alright so it has come to my attention that the rapeman has unfortunately not been selected as a gym leader in these threads, So here is my alternative, Have it so that roxanne was originally going to be the first gym leader but a "mysterious force" decided not to repeat the same beat twice like brock from the original clover as the first gym leader and so called the greatest hero of all time to correct this potential repetition.
