The only counter I can think of right now is Basculegion, with the Basculin still useful as a turn 1 attacker against other matchups, but it's not great unless you can reliably dump grass energy in the discard. I guess that's another argument in favor of Arceus or even Arceus-Giratina, but that requires crafting expensive cards. You could also try Suicune V or Vulpix Vstar as an alternative attacker if you have any, relying on luminous energy to make water, and using gardenia to accelerate grass.
If you don't mind radically changing the deck you can turn it into a lostbox with Serp as a 2prize attacker. I believe lostbox is given for free alongside Giratina.
