Pretty much any sub-legendary feels like it's in the realm of possibility for a trainer experienced enough, or who happened to be in the right place at the right time. While "major" legendaries like Groudon/Palkia/Zacian/Necrozma etc are implied to be one of a kind, minor legendaries seem to be just extremely rare. Look at the battlle frontier, most of the leaders there have legendaries on hand and Brandon even has a full team of Regis.
I'd draw the line at Latios and Latias. Considering they are basically jet planes that can turn invisible, you're only catching one of those if it lets you.
