I had an idea today, if any draw anons want to take a crack at it. It's a Garden Eel, but mixed with seaweed. My vision is a round, rocky base, not unlike that of a Diglett, with what looks like a wavy piece of green seaweed rising out of it that is, in fact, an eel.
