Relicanth has a 1/20 chance of spawning underwater on route 126 and wailmer and wailord are fairly common once the player gets to lilycove. the regis have a 100% chance of spawning so its not like you can miss those. pikachu is also 1/20 chances in safari zone and chimecho is only 1/50.
Rule 23 must be amended. The part that says, "The capture of Relicanth, Wailord, Regirock, Registeel, Regice, Pikachu, Feebas, and Chimecho are not counted by Nuzlocke capture guidelines," is now null.
