As for people on her own level or below it, there isn't much to be said as far as conversing goes. She knows that communication is a two-way highway, yet refuses to drive down it if the person at the other end of the spectrum isn't a tier higher than her.
She doesn't know why she does such things, it's just in her character to do them, one of the many quirks that makes each witch a witch. The 'maniac' in the words 'Hex Maniac'. Every witch in the guild is an epitome of some dynamic, and the case goes for Raziah.
She just happens to be the pinnacle of appeasement for people of a higher regard than her own. Aside from that, she's an enigma all around.
It is worth noting that she is second-in-command as far as guild ranking goes.
