The shrimp burrows tunnels for safety and storage, while the goby acts as a sentinel protecting the entrance of the tunnel while the shrimp is working. Since the shrimp has poor eyesight, they usually remain very close together, so the goby can signal the shrimp about the presence of a predator using its tail,allowing both to escape inside the tunnels safely.
It could be a "collective" pokemon (like magneton, kllinklang, etc) or else two separated pokemon that have perfect synergy in doubles.
If it's a collective it could have a sort of parental bond ability, both offensively and defensively (the goby would halve the damage for the shrimp, obviously not very high stats for balance). If two separate pokemon, the goby would be a very defensive/support pokemon, while the shrimp could be a glass cannon.
