Great, so we have some numbers we can work with. Let's go back to that scoring system we proposed earlier. When I was ranking the Pokémon, I used C as the "meh" tier, so let's say C is the middle point, and figure out a fair scoring system based around this:
ABSOLUTE FAVS: +4 points
S: +3 points
A: + 2 points
B: +1 points
C: +0 points
D: -1 points
E: -2 points
F: -3 points
DELETE: -4 points
This scoring system is perfectly balanced and makes total sense. More points are rewarded the higher the Pokémon is, and a higher penalty is given the more they have in the bottom tiers. Now we just have to figure out how to apply it. Let's take the "n% of the [region] Dex" numbers and multiply it by the corresponding points, and then add up all the numbers for each Dex to get a final score, e.g. 31% of the Kanto Dex is in S tier, so 31 x 3 = 93, then do the same for each tier and add them up to get the total score, and repeat for each Dex. Here's the final ranking:
Kanto: (112 + 93 + 60 + 21 + 0) - (6 + 36 + 15 + 20) = 209
Johto: (224 + 93 + 16 + 8 + 0) - (3 + 4 + 0 + 0) = 334
Hoenn: (92 + 96 + 64 + 10 + 0) - (4 + 2 + 12 + 36) = 208
Sinnoh: (132 + 66 + 34 + 7 + 0) - (7 + 14 + 18 + 28) = 172
Unova: (88 + 63 + 42 + 14 + 0) - (7 + 6 + 6 + 32) = 156
Kalos: (140 + 78 + 20 + 13 + 0) - (7 + 6 + 3 + 16) = 219
Alola: (120 + 54 + 38 + 15 + 0) - (6 + 0 + 9 + 24) = 188
Galar: (112 + 54 + 32 + 9 + 0) - (4 + 4 + 24 + 60) = 115
