Back before modern technology pokemon were just kept in ranches, left to roam about and the trainer's to come and collect and deposit them as they please, but after travelling became easier a need for a long distance storage solution was in high demand. This is where the PC system comes in, as you're all aware teleporters are fairly common in the current age, but they are expensive. Most regions set up the PC system so everyone would have access to their pokemon no matter where in the region they were, but despite most people believing pokemon become data in the PC it's not true in the slightest. Pokeballs are deposited into the PC, teleported to a place in the region of your choosing and then catalogued in the interface. This can be anywhere such as a vault, a lab or even a ranch if you so choose. Isn't modern technology amazing!
