MAYBE god tier. his movepool is shallow, and by the time you get him, he's only good for a couple of rival fights and the E4 but the fact that you can use him out of the box like that makes him excellent. shame you need to use TM24 on him (and probably your masterball too) but that's pretty light investment for a late-game able fighter.

Jolteon's only good move is T-bolt whereas Vaporeon gets Surf/Ice Beam/Blizzard/Acid Armor and hits everything for at least neutral damage except Water. Jolteon gets cucked by ground and rock almost always gets paired up with ground in the game (there are no trainers who use the Kabutops or Omastar, and only Lance uses Aerodactyl). Jolteon only thrives around the Seafoam Islands (swimmers), East of Fushia (birdkeepers), and maybe Lorelei. Vaporeon though? can easily solo the game, much like Blastoise.

Weepinbell is BAD because of the reasons I stated here
