Basically he's significantly tougher than Blastoise in both defenses, and marginally tougher than Mega Blastoise in the one you specialize in (ours is SpD) while about the same amount frailer in the uninvested stat (which makes sense because you invest fixed values but Eviolite multiplies them).
This evolutionary line has very similar Def to SpD at each stage so they're basically interchangable depending on what's invested in.
So overall? Wartortle is a slightly better choice as a pure-defense pokemon than Mega if you're using him for a specialized purpose, and saves you the mega stone more importantly. Regular Blastoise not so much - to justify a defensive Blastoise you have to want him for some offense as well while also not having a free mega stone.
