Notice the eyes on Wobbuffet's tail. This is actually the main body of the pokemon. The blue portion could technically be called the tail, and this acts more or less as a punching bag. By disguising it's real body, it protects itself, and simultaneously uses the bobbing motion of the punching bag target to deal damage by way of counter and mirror move.
