They are not a small indie studio, they own the most successful franchise in the entire world, they can afford the manpower if they need it. No amount of excuses will ever make their corner cutting acceptable. And no, you do not need to have every single Pokemon and evolution gimmick available in the wild for a new region, just let people transfer them over. Not hard.
