>>53183318, no matter the town/city, most of them would have weak Pokémon in their immediate surroundings, tho Sootopolis would probably be an exception due to its circumstances... but now that Gen7 introduced flying taxi services, I think every region would retroactively have it as well, in Hoenn's case they would probably use Tropius, so if you're born in Sootopolis and don't feel confident enough to catch the Pokémon available in the cities' entrance, don't want Magikarp or Tentacool, don't want Water types for some reason, or isn't a trainer at all, but still want to go somewhere to visit or whatever, one would only need to call the flying taxi services (or like your idea in the end, just learn scuba-diving).
