Normal is the game as-is, with no changes.
Relaxed simply removes the obedience check for Pokemon with your OT, like the official games.
Expert is for masochists. It will force saving at a PC ala Colosseum, force set mode, and go back to your last save if you white out.
I'll have to test it, but it seems to be working okay. No level or encounter changes because I'm lazy.
