Johto is a smaller rural region stuck in the past, slowly allowing the modern world to seep in, with its own distinct culture that hasn't been matched to this day. This "lack of identity" argument is so baseless and straight up untrue it's actually funny. Not only that, but if it was true, it would be such a minor flaw that it wouldn't even be worth acknowledging, especially considering it applies more to other regions; Alola is just Hoenn 2.0, Galar is just Kanto 2.0 etc.
