It's not like fishing isn't huge for Japan culturally and economically, not to mention the overabundance of water type pokemon and water trainers already. Did we really need 2 swimmers, a chef AND a waiter, and whatever Wallace and Juan are? The whole traditional Japanese fisherman even has a pretty specific identifiable look about it: the blue and white haori, the wound headband, the towl around the neck, etc...
