With Dynamax around, Gyarados, Ditto, Toxapex, G-Darm, Barraskewda, and Durant were everywhere. They had usage that rivaled Gen 2 Snorlax. Gyarados very obviously wasn't busted, it's a perfectly reasonable Pokemon in UU/OU, maybe even RU now. It's the one mechanic that Game Freak didn't balance at all that made it too strong, and it wasn't just too strong in OU, but in lower tiers as well. Even in Ubers they have to selectively ban Pokemon from using it because it's too overcentralizing.
