The only way it could be better is if they block off trading from all previous games like they did with Gen 6 before bank launched.
Unfortunately that's pretty much completely impossible because a properly hacked pokemon will always be completely indistinguishable from a real pokemon. The only way to stop hacks is to stop hacks in the first place.
