The fan could be there only for moving the air around. Vaporeon water would be just there to show that he his kind of wet or just slimy. Maybe there is a reflective surface on the top of the room that isn't show in the picture that Vaporeon would see. He could then wake up his trainer and try to interact with the 3ds in a way to give it some attention so the trainer would see that it is indeed need of charging, but he won't because it would break his trainer sleep
