Breloom, Claydol, Flygon, Metagross, Salamence, and Swampert were all OU, and Armaldo, Blaziken, Dusclops, Gardevoir, Hariyama, Ludicolo, Medicham, Regice, Registeel, Regirock, Sceptile, Slaking, Swellow, and Zangoose were too strong and got banned from UU, effectively being OU.
Later buffs would see the viability of many of them shoot up. Blaziken got Speed Boost. Swampert got Stealth Rocks and later Flip Turn. Linoone had Belly Drum + Extreme Speed. Swellow would get Flame Orb to proc its own Guts. Manectric, Altaria, Gardevoir, and Camerupt would get mega evolutions. Same with Sharpedo, which would also get Speed Boost, and Sableye, which would also get Prankster. And, of course, Torkoal and Pelipper would become 2 of the strongest non-legendary Pokemon in the games by getting Drought and Drizzle respectively, making Pelipper one of the top 5 strongest Pokemon in Gen 3 behind only the Weather Trio and Deoxys.
